Being guided by the basic directions of the development of the customs service, defined by the departmental Program for the period till 2014, the divisions of the State Customs Committee of Transdniestrian Moldavian Republic (TMR) continue working on the formation of an optimum model of functioning of the service, taking into account the interests of the state in a customs sphere, counteracting to the threats of the economic safety and creation of the favorable conditions for foreign trade. With this view the experts of the State Customs Committee conduct a constant monitoring of all fields of the activity of the service, revealing those from them, which demand their perfection. It was found out that one of the problems is the question of a correct use of the price information in the work of the customs officers.
With a view of maintenance of the uniform approach at the control of the customs value and carrying out of an objective customs estimation, the employees of the customs committee spend the analytical work, directed on maintenance of the customs bodies by the authentic actual price information on the goods, most often moved across the customs border of Transdniestria both by the legal, and physical persons. In this connection at the last session of the Public advisory council on the customs policy by the State Customs Committee of TMR it was offered to the economic agents to give to the State customs committee the price information both on the production made by them and on the imported goods too.
Also the participants of the foreign trade activities have been informed, that the given data should contain the goods description (the title, technical characteristics, model), terms of the delivery according to Inkoterms-2000, cost of a commodity unit etc. The supplied information is necessary for the reduction of the price information to a uniform format for the purpose of its use by the customs bodies in the course of the customs clearance while performing a control of customs value.
But in practice it has happened, that as a rule the price information is given by the economic agents, exporting the goods, while the price information on the imported goods is not delivered to the State customs committee by them.
– In this connection, – says the inspector of the analytical department of the State Customs Committee of TMR Oksana Mozgovaja, – for the control of the customs value of the imported goods the customs bodies of Transdniestria at customs clearance procedure are obliged to request the additional information of the economic agent or to make the correction of the customs value independently on the basis of the available information, and this not only increases the term of the customs clearance procedure, but also attracts the additional expenses of the economic agent.
The things are worse while the definition of the customs value of the goods moved by the physical persons and businessmen. As the practice shows, they have no documents at their disposal, confirming the price of the transaction or the checks presented to the customs body, and the declared price, as it happens, is underestimated.
For the purpose of prevention of the similar practice negatively reflected at the level of the deductions in the republican budget, the employees of the State Customs Committee of Transdniestria develop the departmental information database, regarding customs value of the goods.
