
Process of becoming of bodies of the government and administration of
the Dniester Moldavian Republic in many respects is unique. Their
history became reflection of that political situation which has
developed in the beginning of 90-th years of the XX century on the
postSoviet space. For 15 years the State customs committee of the
Dniester Moldavian Republic has taken a special place in economic
structure of the Dniester Moldavian Republic, carrying out the
important role in the system of state regulation of foreign economic
relations, formation of a profitable part of the republican budget and
maintenance of economic safety of the republic.
Customs bodies, being a component of a system of law
enforcement bodies of the Dniester Moldavian Republic and the
militarized organization, are included into the system of the state
enforcement authorities of the republic. They participate in the
development and direct realization of customs policy of the Dniester
Moldavian Republic, provide observance of the customs legislation and
economic safety of the republic, to carry on a struggle against
contraband, infringements of customs rules and the tax laws, carry out
and improve the customs control and customs registration,
simultaneously creating the conditions promoting acceleration of
commodity circulation through customs border of the Dniester Moldavian
Republic, and also carry out set of other functions.
The 16-years history of the development of customs
bodies of the Dniester Moldavian Republic conditionally shares on five
stages:
- Formation of service (1992-1996);
- Its first reorganization (1997-1999);
- Perfection of the structure (2000-2002);
- The second reorganization (2003-2005);
- The period of modernization of service according to the international standards (2006-2008).
For 16 years the State customs committee of the
Dniester Moldavian Republic has taken a special place in the economic
structure of the Dniester Moldavian Republic carrying out the important
role in the system of state regulation of foreign economic relations,
formation of a profitable part of the republican budget and maintenance
of economic safety of the republic.
Activity of Dniester customs service began with
creation of necessary structures, from formation of the republican
legislative and normative base. For that moment customs bodies of the
Dniester Moldavian Republic completely did not have infrastructure,
there was not neither corresponding premises and the equipment, nor
specially prepared professional staff. Nevertheless, the state assigned
the important and difficult duties to customs service: protection of
economic interests of the republic; charge and collection of customs
payments; struggle against contraband and infringements of customs
rules.
The threshold of the third millennium was marked by
the beginning of new perfection of all its structures for customs
service of Transnistria. The given stage is connected with the
constitutional reform spent in Transnistria. The structural changes
which have followed it have mentioned also the State customs committee
of the Dniester Moldavian Republic .

Solving a task of creation of optimum conditions for activity of
participants of foreign trade activities, the State Customs Committee
of the Dniester Moldavian Republic realizes it not only by checks and
punishments, but by the methods of accounting in the activity of wishes
and offers of economic agents. Practice of interaction of the State
Customs Committee with the participants of foreign trade activities
included seminars and consultations.
Despite obstacles in foreign trade activities from
Moldova, the Dniester enterprises persistently aspire to strengthen the
positions in the world market. Before customs bodies there is a task on
perfection available and to introduction of new technologies of customs
registration and the control, allowing to approach to activity of
participants of foreign trade activities differentially and to reduce
to a minimum time for realization of compulsory procedures. This task
is priority for customs bodies of the Dniester Moldavian Republic and
is in a realization stage, according to the concept of modernization of
customs service.
The events occurring on the banks of the Dniester, cause more and more
steadfast interest in world community. This fact does not allow the
European organizations to ignore the Dniester problem and further. On
November, 14-th, 2002 the expert monitoring group as a part of
representatives of the Organization on safety and cooperation in Europe
(OSCE), embassies of Russia and the USA in RМ, the military attache of
Denmark in the Ukraine, the representatives of the Great Britain,
France, Italy, Romania, and also military department of Norway and even
the customs expert of the Netherlands (Ministry of Finance) visited the
Dniester-Ukrainian border. Its members have visited on customs check
points «the Dubossary bridge», «Novy Goyan» and «Voronkovo». Following
the results of the given visit the chief negotiator Timoti Ajlens
(OSCE) has been compelled to notice, that infringements on the
Dniester-Ukrainian border were not been revealed by the experts.
And already in some days, on November, 20-th, the
check point «Pervomaisk» of Tiraspol customs the delegation of
Parliamentary assembly of OSCE visits. After conditions studying on
this boundary site, meetings with the representatives of the State
Customs Committee of the Dniester Moldavian Republic and boundary
service of Transnistria, survey of the terminal of the international
autotransition, the chief negotiator of members of parliament Kimmp
Kiljunen has declared: «All here is organized and functions well.
The basic efforts of customs bodies of the Dniester Moldavian Republic
are directed on the decision of a triune task: in every possible way to
promote trade development, to collect customs payments and to provide
the effective customs control. The questions of simplification of
customs procedures, accelerations of customs registration, and also
development of partner relations between customs and business are
priority in work of the State customs committee of the Dniester
Moldavian Republic. For their decision experts of the State Customs
Committee carry out close contacts to Dniester production workers,
including by means of meetings with an active of the Union of
industrialists, landowners and businessmen of Transnistria.
Acceptance by members of the WCO of Frame standards
on maintenance of security and simplification of international trade
became a major landmark in the development of world customs system.
Having studied the given document, the administration of customs bodies
of the Dniester Moldavian Republic on advantage has estimated its
importance and has considered the principles defined in Frame
standards, by working out of the Program of development of customs
service of the Dniester Moldavian Republic for 2006-2008. This document
confirmed by the Decree of the President of the Dniester Moldavian
Republic №425 from August, 25-th, 2005, has marked transition to a
qualitatively new level of the organization of customs procedures in
Transnistria.
The purpose of the Program of development of customs service of the
Dniester Moldavian Republic was increasing of efficiency of practical
execution of customs procedures on the territory of the Dniester
Moldavian Republic, all-round assistance to foreign trade development,
introduction of new mechanisms of the customs regulation combining
measures on assistance to trade with measures on maintenance of safety.
As priority directions of development of customs service have acted:
- Perfection of technologies of
customs activity, automation of all processes of the customs control
and customs registration, introduction of the advanced information
technologies, perfection of forms and methods of the customs control;
reduction of forms and methods of customs administration in conformity
with the international requirements and standards;
- Perfection of a supply with information of customs service;
- Development of customs structure and an infrastructure.
Official Tiraspol initiated to carry out the international monitoring
of the frontiers during not one year. Dniester invitations since 2003
received OSCE, the Council of Europe and the European Union, but all of
them remained without the answer. However in November, 2005 the
situation at last has changed. 30-th the group of 70 experts concerning
border from the countries - members of the European Union has arrived
to Odessa. Their task consisted in rendering of assistance to two
states in their plans to modernize the boundary control and supervision
system on the Moldavian-Ukrainian border. For Transnistria monitoring
of borders became chance to prove to the world falsity of charges of
official Kishinev.

Despite tactics of hushing up of all fields of
activity of customs bodies of the Dniester Moldavian Republic from the
European experts, the administration of the State Customs Committee
initially adhered to a policy of an openness for discussion on a parity
basis of the questions representing mutual interest.
2006 has appeared for Transnistria the critical regarding formation at
world community of positive image of the state. The conclusions made in
the November annual report of the Mission of the European Union on the
frontier help to Moldova and the Ukraine, have put in long-term slander
to Transnistria «europoint» which the Republic of Moldova cannot cross
out any more.
The annual report of the Mission of the European
Union has been attentively studied by the experts of the State Customs
Committee of the Dniester Moldavian Republic for whom recommendations
of the European experts became one more occasion to verify, as they
say, hours with the international customs community. Despite lacking of
interaction EUBAM with customs and the boundary bodies of Transnistria
(we will remind, that the Dniester Moldavian Republic is the party in
negotiating process and the signer of the Memorandum of 1997), the
customs bodies of the Dniester Moldavian Republic still adhere to a
position of an openness for the international contacts and readiness
for cooperation both with colleagues from the adjacent states, and with
the European missions.
