The Framework of Standards to Secure and Facilitate Global Trade developed by the WCO and its Member states has become one of the basic instruments in operation of Customs Services all over the world which promotes uniformity, predictability and efficiency of customs procedures, improves Customs' ability to secure and facilitate global trade, promotes trade facilitation worldwide. The core principles of this instrument were taken into consideration while drawing up the Concept of development of Customs Service of Transdniestrian Moldavian Republic.
Implementation of the given concept in 2009 was focused on the following: facilitation of customs procedures, enhancing the efficiency of customs clearance and customs control of cargoes, introduction of up-to-date information technologies, perfection of normtive-legal acts and regulations in customs area, Customs-to-Customs cooperation, Customs-to-Business partnership.
In 2009 the cooperation and partnership of Transdniestrian Customs Service with business community was brought to a qualitevely new level. The practical implementation of this direction was fullfilled by enhancing the work of Public Advisory Council on Customs Policy under the State Customs Committee of TMR. Constructive dialogue and analysis of all customs procedures performed by customs experts of the State Customs Committee allowed to reform the work of structural units in order to improve the quality of customs services. In the framework of this work administration of Customs Service of Transdniestria approved the Program of Actions to develop new customs clearance and customs control technologies and to raise the level of customs officers' skills. This Program was successfully implemented in 2009. The important step in fulfillment of this Program was the detailed analysis of efficiency of customs procedures and current proccess flowsheets for customs clearance and customs control of goods carried across the border. On the basis of information received, the specialists of the State Customs Committee revised outdated regulations. In 2009 were developed updated versions of such regulations as: On identifying customs examination; On typical procedure of customs clearance and customs control; on customs procedures "cleance for home use", "exportation", "abandonment to the Revenue", "destruction of goods", "temporary admission\exportation"; On temporary incomplete declaration; On declaration of goods carried across the border by natural persons. The positive trend of 2009 was training and raising the level of professional skills of declarants from enterprices and firms.The administration of The State Customs Committee of Transnistria realizing that a low level of declarants' qualification affects negatively the process of facilitation of customs procedures initiated special training courses for declarants. Curriculum of these courses was composed to give all required information in customs area and to provide training of practical skills. Software products developed by specialists of The State Customs Committee of Transdniestria have become an important step towards enhancig partnership with bussiness community. The information system "Conus" allows administration of business structures to control declarants' work, to make remote control over the process of customs clearance, provides on-line control over personal account. The latest product created by programmers of the State Customs Committee is the information-legal system "BASIS". It provides easy access to current version of legislative acts and regulations on customs procedures, including individual documents such as information letters relating to a specific economic agent. "BASIS" operates over the internet and contains the following sections: Customs Procedures; Customs Control; Customs Payments; Customs Value; Declaration and Customs Clearance; Law-enforcement Activity. This classifier allows to bring to the attention of maximum number of users a reliable legal information in customs area. Interaction between State Customs Committee of Transdniestria and CIS Customs Services reached a new level in 2009. A number of significant meetings were held with administration of Representative Office of Federal Customs Service of Russia in Ukraine and Moldova. The State Customs Committee of Transdniestria is open for bussiness contacts with representatives of customs services worldwide. At present time such cooperation is carried out in the area of counteraction against smuggling. |
